Determining Input Voltage

Hello,
I'm wondering if it is possible to determine whether the IPC is running from a power supply or battery.
For example, we run our IPC's with a 13.8VDC power supply that only switches over to a battery when AC power is lost. The battery voltage under load is around 12VDC, so there is certainly a measurable difference in input voltage under this condition.
Is it possible to detect when the system changes to the lower battery voltage? I'm running Windows 7 and would be perfectly happy to use WMIC or PowerShell if necessary.
