Hold down the F2 button while you turn on the Intense PC, then release and press F2 fast for a few times. It may take some tries to enter the BIOS. I had problems with a cheap PS/2 to USB converter. Is there any way I can check that the faulty power brick has not made any damage to the internal power circuit or other components?

The Intense PC is going to run mission critial software at a remote location, so I would like to make so many tests as possible trying to avoid problems in the future.

UPDATE The problem with entering the BIOS, was caused by a specific type of USB to PS/2 converter. After replacing the converter with another type, I can now enter the BIOS by pressing F2 during boot. A straightforward solution would be having a switch that cuts AC to the power supply. Once you switch on Intense PC will wake up.
