Reporting back. I've installed the latest BIOS update, which does indeed include a setting called "USB Power in S5". I've enabled and disabled the setting, and the USB ports still show 5 Volts regardless of how it is set. Further, I've verified the computer is in S5 by observing the power button LED...

I just thought to check for a BIOS update and I see in the release notes that the latest BIOS release includes "USB power control in S5". That looks very promising and i'll get started on a BIOS update to see if that solves the issues.

I'm curious about the difference between the J3455 and the E3950. The J3455 has ~10% higher geekbench with a ~20% lower TDP and even costs less. What would be the advantage of choosing the Atom E3950 over the Celeron J3455? Does it have lower idle power consumption? Better performance in another are...

I think you may be on to something with CPU scaling at idle. Watching the CPU frequency (as a % of maximum), it rarely falls below 80 or 90% with no activity. So I did some quick testing.
